John Holdren, Director of the Office of Science and Technology Policy (OSTP), Executive Office of the President, released a memorandum last Friday, February 22, that will increase public access to federally-funded scientific research.  The memorandum states that each federal agency responsible for more than $100 million in annual research and development expenditures must develop a plan to make final publications available to the public after a twelve-month embargo period.  Access to scientific data in digital formats from federally-funded unclassified research is also called for by the memorandum, in addition to developing plans for data storage and retrieval.
