Abstract

Joyce Foster served as Denver City Councilwoman from 1993-2003 for District 4. She was born in South Bend, Indiana, and grew up in Benton Harbor, Michigan. Joyce Foster moved to Denver in 1970, when her husband Rabbi Steven Foster became rabbi of Denver's Congregation Emanuel. Prior to being elected the Denver City Council, she served as Director of Resource Development for the Jewish Family and Children's Service. She was first elected to the City Council in 1993 and retired in 2003, where she served as president in 2001/02, because of term limits.

Scope and Content

The collection highlights the political career of Joyce Foster and includes correspondence, newspaper clippings, biographical information, council resolutions, campaign literature and photographs and major events in Denver's development for over a decade. The papers were donated to the Beck Archives, Penrose Library, University of Denver by Joyce Foster.
